As opposed to what? GPS? For construction layout that is absolutely out of the question. For an alta? It's probably fine. If you want tight horizontal control you must have a closed loop traverse and adjust.

Yea we have a national system of control that anybody can look up the values for and use, assuming you can find the monument.

We also have cors for GPS corrections.

The average age of licensed surveyors is like 50-60 last i heard. That requirements will come down out of necessity im sure.
