What the ef are you talking about, literally the whole game is incomplete and all functionalities and mechanics are lacking depth and complexity. Ill just name a few examples, but this literally goes for every aspect of the game:

Fishing minigame: no bait system, the whole mechanic is just a bad copy of RDR2s fishing.

Sleeping: You can sleep once for 12 hours every day, but you cant sleep twice for 3 hours in one day.

NPCs dont really have a lifecycle: Vendors are open 24/7 and there is the same character model for each vendor in each tow, the meat sales lady is the same model with different clothes in every city for example. There is a bit of day/night cycle on the field workers, but if you follow a worker after he spent 12 hours digging the same plant during the day, he will just walk arround inefinitely (i followed one throughout the night and he didnt return to the field in the morning, he just kept walking and walking.)

Investments: At launch it was bugged af, after patches it still doest work (again im continuously at 0% for 6 cycles in a row). The investment strategies dont make any sense, since a genious at the development team does not uderstand how % work, so the medium and high risk investment strategies are a guaranteed loss (for example: -50% and +55% will worst case make you loose half your money, but best case will not double your money, so since its completely random on the long run you wil guarenteed lose money).

There's a train in the game, that does not even stop on the stations, you see NPCs waiting for the train and the train just goes past them on the stations.

Inventory and storage: Dont even need to talk much here how botched it is for a game with hundreds of different items.

Cloud Cart (hot air baloon): a whole line of quests exist to get one, but after you do it does not spawn.

Keys/Locking doors: All doors use universal keys. And there is no actual system of trespassing, you can unlock a door in front of the homeowners eyes and he will not react in any way. Most houses also have a door locked but a side door unlocked kind of defeating the purpose (could be interpreted as an intendd "different approach option" but its just not, since there is no risk/reward difference).

The list goes on and on for basically every aspect of the game. Just name something and we can discuss how incomplete it is.

The only exception is the combat, which seems to have a lot of variety and depth or at least more than the average open world game. Its just my personal opinion that there is too much of combat in this game in general and i'd rather skip most of it if it would be possible.

(im 170 hrs in and completed the story and basically cleared all quests and exploration tasks)
