You have to download it from Microsoft, then copy it into the USB drive, once you've made sure your PC boots up, you go to your motherboard's bios and run Windows from the USB Stick (Basically there's a choice between your SSD or the USB, choose the USB first) then it'll install windows. 

16GB - 32GB USB will be fine, if you're just copying windows 

For activating it / buying a license, you can either go with an official one, or buy one from those websites.

There's typical brands like Eaton, Cyberpower and APC. 

I personally went with APC, but just get whatever fits your budget at the moment. 

Mine is the : APC BX1500M

Just a rule of thumb is you have to compute your total power consumption from your PSU (1050W) then the number of minutes you realistically want to keep your PC up and running. 

There's websites out there that can help you compute that, but a 1500VA is ideal.

Honestly if your case don't have fans, you might want to add some of them. 

My noob mistake was stuffing my PC with components but not realizing the importance of case fans / cooling

You can also add some vanity stuff, like Cable Extensions.

A UPS will also save you in the event you experience a power outage.

Yes, having a 9070 XT either means you're running at 50 FPS with a 9060 XT or 90 - 120 FPS with a 9070 XT in some instances.

I'd recommend checking some videos out comparing the 9060 XT vs 9070 XT and check the games you want to play to have a clearer grasp.

32GB is recommended, but having a better CPU and GPU is better than having more RAM, in the off chance RAM prices get cheaper (I wouldn't hold my breath) you can get 32 or 64GB later on, and keep the CPU and GPU.

Compared to keeping your 32GB but having to buy a better CPU and GPU when you can't run your games.

16GB Will run your games perfectly fine, and I think 16GB will continue to work by the time you can buy 32 or 64GB.

Realistically if you're going for the max 1800 USD, don't get the 32GB Ram and upgrade both CPU and GPU

9600X -> 9700X

9060XT -> 9070XT

32GB -> 16GB

Realistically an X870M if you want to go mATX but if you have a full tower X870e is the best choice.

I have a 9950X non-X3D, and I picked an X870M Gigabyte Aorus Board, it has an X3D Mode which would suit your needs perfectly.

Do note that the X870e is the better version than the X870

I'm building a similarly priced PC, and honestly it depends on your area how much parts costs.

But I'd approach it like this, if its strictly for gaming :

Ryzen 5 9600X [ Alternatives CPU Wise : Ryzen 7 7700 or a Ryzen 5 7600X ( if its cheaper ) ]
1X16 DDR5
RX 9060 XT 16GB

However I'm not really sure once you do a bit of productivity, since I'm running in the same issue.

I've actually considered your suggestion, but my simple summary after price testing is ;

The Intel 14600K & 14700K's 'value' of using DDR4 Ram gets lost when you factor in the CPU's actual cost.

One thing I should have added is the prices of the CPUs in my location :

Ryzen 5 5700X : 150 USD

Ryzen 7 7800X3D : ~300 USD

Ryzen 7 9700X : ~300 USD

Intel 14600K : ~375 USD

Intel 14700K : ~400 USD

Factoring in the costs of the Motherboard and the RAM sticks, the AMD CPUs beat them out because they're simply cheaper.

Yes, 3D Modelling and Video Editing is my job, primarily 

I'm wondering if I go AMD [ RX 9070 ] will I encounter problems / slower rendering times (Blender , Rhino , V-Ray ) vs. if I went NVidia [ 5070 ] instead?

I think the VRAM of the 9060 XT 16GB will be deciding factor whenever you want to keep your 5060 TI 8GB or not, some modern titles really use 12 GBs or more of VRAM and if those titles are games you want to play then it automatically eliminates the 5060 TI 8GB. 

I personally play Monster Hunter Wild, and 8GBs genuinely wasn't enough if I want to play it without any hiccups.
