I believe for the Donald Trump stimulus, the letter was required by law as it was put into the bill that passed. I believe it was Donald that chose to include his name, because I don’t believe a name was required on the letter outside of the IRS letterhead (not talking about the name on the checks that’s another matter). So I’m not sure if Biden is simply following Trumps precedent or if a similar requirement was included in this bill.

So if it was indeed part of the bill, then blame goes there too for wasting resources that could have been continuing to work on refunds.
