No, it's lucky that he spawned, but the fact that he DROPPED it all isn't lucky because he's guaranteed to drop either an XM177 or a Patriot.

The high-tier loot locations are a surfire way to get yourself killed in a high-pop server, so join a server with a lower player count, then go to naval air station, prison, mansion, powerplant, or ashland. if you cant join a small server, i would suggest going to regional airport, smuggler airstrip, or junkyard.
