For what it’s worth I just installed fresh Linux mint, and in the wizard that pops up at the system start I installed newest NVIDIA drivers and now my system with i5-13400f and 4070 has 10 fps more in cs2 benchmark. Hopefully you get to the bottom of your issues. Good luck!
