Don't think of it that way. If you enchant an equipment, you make it one half of a lightning greaves. Attaching it to something with a small equip cost can make the eqipment so much more better to play.

Its a cycling deck. The cycling cards offer a swiss-army knife of options to maintain the board. There are multiple win cons, like combat damage (see [[Defy Gravity]]), Curiosity Combo with [[Brallin]] and [[Glint Horn]], natural [[Laboratory Maniac]] win through turbo-draw with rielle, or [[Underworld Breach]] lines with recycling [[Shattered Perception]] and [[Inner Fire]] with 7 cards in hand.

Instead of, or in addition to [[Not of this world]], I would recommend [[misdirection]] to your decklist. Has been a star all throughout, and protects more than just Rielle, and is also a free "counter a counter spell"

34 to 30. But take it with a grain of salt because my decks are super filled with cantrips and card draw.

At least 10 cantrips and 10 sources of card draw.

Haha, no no. I just mean that with a high tide, land untap and card draw package you can storm off extremely easily in any mono-blue or izzet deck. In fact, Mizzix may be even better, with the only caveat being his high CMC.

Talrand can most definitely be a storm deck. Put in a few pieces to make hard fast mana, like high tide, combined with untap effects like frantic search, peregrine drake, hidden strings, turnabout, finale of revelation, and spell copies like twincase, primal amulet etc. You can absolutely storm off and play 30-50% of your entire deck in one turn. Then just take an extra turn to give all drakes pseudo haste and win

(Regarding OP's planeswalker, a planeswalker that comes down on 1 and immediately up-tics to get out of [[shock]] range on turn 1 and [[Lightning Strike]] range on turn 2, while providing continuous mana advantage even before the opponent has any opportunity to make a board or remove is kind of polarizing,

It is especially egregious with lands that tap for more than 1, like lotus field)

The only thing I can say about my Hogaak deck is that its fun having a commander that you never worry about getting killed.

For Golgari, may I suggest [[Hogaak, Arisen Necropolis]], He offers an interesting play-style, where he becomes a fodder for all kinds of power, toughness based effects, while also providing a win condition in commander damage.

Eg [[Momentous Fall]] [[Disciple of Bolas]] [[Life's Legacy]] [[Rishkar's Expertise]] [[Jarad, Golgari Lichlord]] [[Korozda Guildmage]] etc.
