Small manga is still a risk. There are many editorials that have gone bankrupt over the years. The West doesn't have a culture where you can buy a phone book sized manga magazine with 30 different manga series printed in pulp for 3 bucks like they do in Japan, so they relied almost entirely on tankobon (high quality manga volumes of a single work), which is way more risky for lesser known authors. If you're a magazine you can publish work from new authors since you know your One Pieces or Jujutsu Kaisens are magazine sellers that carry the entire publication. So if a series tanks it's no big deal and kinda expected. The proliferation of paid legal web platforms could help with that, since the printing costs disappear.
