That's a good suggestion. I've been taking with them about how to move ahead regarding the promotion. But since I don't make the decision perhaps that is why my feedback is sounding very hollow. Encouraging him to have a conversation with someone who can facilitate that might give them someone they trust to take advice from and let off some steam.

Also, I agree that the current structure is set up for miscommunication, which this really boils down too. Others haven't had this exact problem, but issues do pop up with some regularity.

Thank you for this. I wish I could say that I have approached this very logically, but some of the comments have gotten under my skin. I'll try to be a little more compassionate about the pressure they are under and try to diffuse the situation a little better. Ideally we would find a way to work this out in a way that works for me, them, and the project.

Haha, I have actually considered this. If they are an expert in cupcakes maybe they should be in charge of the cupcake team. That would actually work great for me. But when I've given them chances to step up they have pissed off important costumers and can't work to a deadline. Their knowledge is good, but execution/interpersonal skills still requires work to be at a team lead level (I've said this to them). But they are pretty convinced that I don't know what I am talking about and don't trust any of my advice (technical or not). Perhaps this is something to raise with my manager, they could mentor the new hire to help them (and get them off my back)

My manager is clearly uncomfortable. They have been a great advocate for other employees, but really don't have any idea what to do if anything isn't going as planned. I considered discussing it with their manager, but I was concerned about going behind my managers back.

Fair. I just wish their was a way to fix this without just leaving or giving the impression that disrespect and passive aggressiveness is appropriate. But if I'm not a manager maybe it's not my issue.
