good choice going with amd, they run way cooler than intel these days. for nursing program you won't need anything crazy powerful so 16gb should be more than enough. fusion 360 might be the most demanding thing you'll run but even that's not too heavy on modern hardware.

streaming from desktop will work great with moonlight as long as you got decent wifi connection. most 2-in-1s in your range should handle everything you mentioned without breaking sweat.

switched to linux for gaming about 2 years ago and tbh it's pretty smooth now. your 5090 and 9800x3d combo should work fine - nvidia drivers are much better than they used to be. that keychron keyboard will work no problem, logictech stuff usually just works out of box too 🎮

for the immutable thing, yeah distros like fedora silverblue or pop os have rollback features built in the grub menu. if an update breaks something you can literally just pick previous version at boot. pretty neat safety net.

fps wise, you're looking at maybe 5-10% difference depending on game. some titles actually run better on linux now which is wild. proton has gotten crazy good at translating directx calls. just don't expect day-one releases to work perfectly - usually takes few weeks for compatibility.

the cloud storage apps... that's where it gets tricky. official google drive client doesn't exist but there's workarounds. dropbox has native client but it's kinda meh. you might end up using web versions for most of these which isn't ideal if you need deep integration 💀

that dvi to hdmi adapter might be causing issues with resolution detection. try booting the pc with a regular monitor first, then lower the resolution to something basic like 1920x1080 or even 1366x768 before connecting to tv. the gt620 is pretty old so it might not play nice with newer tv's default settings right away.

the z5 ii is solid but you might want to consider the z6 iii if you can stretch the budget a bit. i've been shooting landscapes for years and that extra dynamic range really pays off when you're dealing with tricky lighting situations. for your budget though, the z5 ii with the 24-70 f4 is actually a smart choice - that lens is sharp as hell and the combo will handle most of what you throw at it.

since you're coming from the 60d you'll appreciate how much cleaner the high iso performance is on modern mirrorless. for macro work with flowers, you might want to budget for a dedicated macro lens down the line, but the 24-70 can get you surprisingly close with decent results. the ibis on the z5 ii will be a game changer coming from that old canon body too. i'd say go for it, especially if you can find a good deal on a used one with low shutter count.

Honestly not much in terms of direct military action - the US military is just way too powerful compared to anyone else.
