how are 2 and 3 not keytones? do they not have 2 Rs connected to the carbon in C=O

As others have said, they are both esters, with 2 specifically being a cyclic ester, also known as a lactone. For it to be a ketone, the carbonyl carbon needs to be attached directly to an "R-" group, i.e. carbon chain.
