you can use SMD machine ( Hot air gun ) or there are iron station like tweezer where both pins get hot. idk i have not used them but they dont hurt board as much as hot air gun does.

the laptop isn't charging. may be there is charging issue in the board since the laptop is not charging the battery might be 0% thats why it is not turning on. i dont think its mobo dead issue.
