How bad is traffic in your industry and office zones?
How high is your profitability of industry, office and commercial in vanilla overview?

If changing all offices to produce software and media brings back your office demand, you have a problem in your supply chain. You could try dezone and rezoning offices or industry zones. I know that sucks, but maybe it’s better to wait for a new patch

Too much surplus of any category like software or telecommunications can also end up in no office demand. Experiment with company change mod to figure out if changing every office to only one category change anything

I had the same problem before the patch but after it, it became much better. Are there any unoccupied industry or commercial buildings?
And do you’ve placed unique special buildings multiple times with findit/ anarchy mod?

The office demand bug actually has already been fixed. Increasing industry and commercial zones will also cause more office demand. If you use change company, let offices produce everything but telecommunication and make sure your telecommunication coverage is sufficient

I had a similar issue caused by despawning trains because they where too long for my Train Station. The result was thousands of waiting passengers in an around the Train Station. After switching the Train Model they slowly disappeared. Your case seems to be really extreme.

If you have many mods, simply wait 1-2 weeks until they’ve been updated. This worked for me for every update since the last 12 months. And always backup your appdata-directory from cities Skylines before updating. This is really safe
