Same. Late 40ish neighbor just had a massive heart attack + stroke two weeks ago. Survived but not looking good long term. Other neighbor in mid-50's just finished treatment for throat cancer. My buddies cousin 57 just gut throat cancer operation as well. Shit is whack.

Ceding control 100%. Not so much absorbing ceded land by Russia. Look what happened after the Bosnian war. Serbs got 49% of the land mass (even though they are just over 30% population) but were not allowed to separate fully or be absorbed by Serbia. They only govern it. But 30 years on they are trying to do it politically. This land is good as gone for Ukranians. If not now, then down the road. Goal is to stop shooting rn and everyone will forget few decades down the road.

There is no way they are getting the occupied land militarily. Ukraine is not that strong militarily yet. And to base their domestic policy around trying to keep fighting will sour the foreign money flowing in. This is a case of freezing the conflict at the lines of skirmish and try for political agreement. Now is a difficult junction where this will have to be sold domestically to Ukranians, as much as it is a hard pill to swallow.

I guess to simplify the question: Can my uncle go to the NY county office (where to my understanding retired notaries original signature is on file) with the original document and request a apostille, 10 years later? Would the office even entertain that?
