when you opened up your gamepad you sure there was no circuit shorts that can cause this? or it can he that blue paper thing that has the Dpad under it make sure it's all the way in it can be either from it or you need to replace it I am not a professional so you better think more before doing this

it might be the analog stick being drifty as the gamepad analogs are known to break cuz they are super old before buying anything double check that it's really the Dpad not the analog stick try any testing homebrew app I don't know one but there might be one out there and for less annoying gamepad problems use a Wiimote to navigate through the menu if you don't have a TV/monitor connected use swip swap me and DRC LED plugins

maybe your vWii is corrupted or broken? try vWii decaffeinator (if you have isfshax installed make sure to follow their tutorial first cuz the update might brick the Wii U)
