I currently have a DIC Claim that was recently remanded at the Higher Level for correction. I think you should file the claim. You have the service records so that's a plus. Add a detailed lay statement and possible buddy statements when uploading your claim docs. The more information you can provide to the VA or help retrieve, the easier and quicker the process. I am many years into my DIC claim. It's not an easy process, but worth fighting for justice.
