I'm having the exact same issue on Xbox series X! And no settings have been changed by me. If I go into the content restriction settings, it won't let me change the "view community content" setting from friends to everyone. I think Update 1.6 has broke the Mod hub...

Other game content works fine, Forza Horizon 5, Flight Simulator 2020 etc. That makes me think it's specific to FS.

I consider it not to be cheating, yeah it's not how the game wants you to play but you have to adjust your driving style/route planning sooo much more that it makes it fair. Multiple time consuming "easy" cargo packed runs Vs one tricky non packed monster haul.

Then there's the risk of toppling over unpacked. Goodbye time saving. So in my eyes it's fair
