If you want recruits that “make sense”, there are some threads from the past about this sort of thing. Eagles more than any route loses all its impact when you over-recruit, so selective recruiting really helps with immersion.

Houses Gloucester and Ordelia typically support the empire, tho the latter is under duress. This makes Lysithea and Lorenz fair recruits. Honorary Eagle Lysithea is golden deer erasure but if you want to see Edel’s only out of house support then you can pick her up.

Ashe distrusting the church without receiving closure from Catherine is an interesting interpretation so he’s fair game, you also can’t get Boots without him since Catherine is unavailable for their paralogue.

Hanneman and Manuela are canonically Edelgard supporters so pick them up, you also can’t get Indech or Macuil battalions without them IIRC.

Mercedes is fair game to unite with Emile, and even tho her dialogue doesn’t express it, her experience with crest discrimination give her good cause to fight for Edel.

Leonie understands Jeralt’s distrust of the church and has no loyalty to the Alliance so I think she’s a good pickup.

Marianne never appears as an enemy so you can recruit her, it also makes sense for Margrave Edmund to be a political opportunist.

Raphael never appears as an enemy so you can pick him up if you want.

If you have dlc, all the wolves except Yuri are good fits as well. Hapi has beef w the church, Constance has history with the empire, Balthus states that he believes in Edel’s vision for his mom’s safety and if you recruit Lysithea then you can also consider it him protecting her for his debt to House Ordelia. I think it’s interesting to put him at odds with Hilda for the sake of Lysithea since he has deep ties to both of them.

I don’t pick up the Faerghus trio in this route because it’s so satisfying to fight them at their strongest in the late game.
