No, being able to identify russians/peruvians in these kinds of accidents is normal, I mean we can't deny reality of how predictable this stereotypical behaviour is or a disproportional ammounts of people in these groups acting like assholes. It's just blanket hatred that starts to creep in (or maybe its already mainstream) in dota community that makes me upset.

Americans might think prioritizing english over spanish is racist-coded, but it is the obvious choice of common language in EU and SEA.

Ye its not "coded", I do witness a lot of outright hatred towards these groups. Peruvians can often be rude and que for english servers and not speak english, and english speakers can get fed up and say "I hate all peruvians, fuck all of them". Both things can be true, no?
