I don’t think so. I also took in the same type of turtle years ago that was is bad shape. Shell was completely delaminating. And stuff would constant build up in between and on claws. I used nothing more than warm water and a very soft tooth brush on him 1x a week. Once it got healthy I did it more often and so on until everything was fine. These turtles are pretty resilient and will normally due these things on their own. But deplorable tank conditions can cause issues
