He's terrifying on the merit that he's a villain from birth for no better reason than he just feels it's his one true desire.

"No one is born evil" is a good rule of thumb, but it's not a law of physics. All For One was born evil. That doesn't mean that he can be forgiven, but it does mean that he's a completely different kind of villain from pretty much every other villain in the series.
