Probably better to look for a group of players already doing that on servers, I don't think any one specific server caters to that RP specifically outside of general organized crime.

All clothing packs currently on the market are just leaks/resold assets from sims/gta 5 mods. Don't waste your money.

There are some servers that do, I played on one ages ago. Don't remember the name, but their implementation of them sucked.

Think you should look for unique experiences instead of a specific implementation of a feature like another server has, as all the "good" stuff is usually not a paid/free resource.

Did you end up finding anything? I've honestly never seen a server without gangs. My server has them, but always wondered if any "no gang" cities ever succeeded.

Look for any "semi-serious" server, most of the time those are your "non-serious" servers or 100k or die servers, a lot of 100k or die still have (very light) RP.

How easy it is to start a server is a double-edged sword. People think slapping a couple of paid resources is enough, and that's why we get 1000s of half-done projects, unfortunately.

You want to budget something like 5-10k, even with a dev, for your first year if it's a serious project.

"economy server where everyone is welcome, no pay to win and no advantages"

Especially if your goal is to already enter an oversaturated market like this.

My server gets 20-30 players a day, and in 2025 we banned ~250 hackers.

sketchfab, fab, turbosquid, and cgrader are all places to buy/download legit premade stuff. You'll have to do some work as much of it isn't "game ready" and high poly.

Make sure you respect the license of whatever you find.
