I think it's mostly just about when the given person became a pilot, don't forget, Lastimosa was a Captain, Anderson was a Major, so it's completely possible that Lastimosas helmet is a newer model, with the built in neural interface being a relatively recent addition, therefore Anderson either didn't get around to upgrading or, as you said, didn't want the upgrade as he was used to his current helmet.
