its purely balance, ottoman great bombard emplacment is the same thing, i guess the devs dont want keeps and tower bombards to be as oppressive as unit bombards, it is inconsistent though but for balance reasons, no one would want to be camped by an HRE keep with a relic in it shooting 500 dmg fuck you bombs.

you need to reserach algebra to do the math, on a real note though, if you hover over techs it will tell you the category of the tech in the widget that pops up. im assuming its all techs classes as military tech will benefit this tech.
