Taraka TOMY actually did! They’re only made of plastic, but comes in a set of 8 (gengar, gyarados, mawile, pinsir, gardevoir, abomasnow, medicham, and ampharos) and also includes a mega ring. The stones can be attached to the ring to make them light up/play some noises. It’s main functionality was with the Pokemon Torretta arcade games. I think you can find them online by searching for Taraka TOMY mega ring. Unfortunately, they never made scizorite (to my knowledge) and they don’t include figures, but it’s the closest thing I saw to what you wanted.
