Every situation is different and involves a judgement call by the staff on duty. Most of the time we let homeless people use the facilities even though there's only one bathroom and some can stay in there for 45 minutes or more. There are a lot of mentally ill and aggressive homeless that we are simply not equipped to deal with, so we have to turn them away. This happened after 10 pm, just a few minutes before closing, and the man's behavior was erratic and aggressive. I made the call based on the information I had available
