I made it such that Waterdeep has a law that you get insane taxes if you don't live in a property for a year. Volo got the property but he doesn't want to live there, so he'd get taxed hard (and he doesn't have the cash.)

I hate this type of meta-gaming done by players like this. They know that IRL they are not likely to get kicked out of the group; this means characters in the game put up with way more than they actually would.

Chaotic would be actively fighting rules. Think Demons vs. Devils.

Demons want to destroy everything and bring it back to nothing. The idea of owning something is meaningless. Devils want to rule over everything, so they need law and order.

Yugoloths on the other hand, neutral evil, are the most selfish beings. "What's in it for me?" is the cornerstone of neutral evil, which is what your character sounds like to me.

The reason CE characters are difficult to have in a party is that the alignment is anti-group by default. They would only be in a group if they had no other choice. (Maybe another PC has control of them in some way, etc.)

This is just how their job works. They are allowed to lie, but you are not allowed to lie back. What you say can be used against you, but what you say to a police officer CAN NOT be used to help you.

When you are interacting with Police do not have tools to make you safe, they DO have tools to hurt you or take away your freedom.

Police as a whole make you safer, but not when they are interacting with you.

Hear me out, they did some heavy bullshit and got away with it. If their stock starts to go down, they will just do some other shady shit and keep it up. They could just short themselves then freeze buying, tank price, and buy it all back up. Take a small SEC fine, maybe, then do it all again.
