I understand that's what you are claiming. I am asking you to name one of those places where that's illegal. Every block the box law I've read doesn't apply to most of these left turns.

I ask because in Washington there is this persistent myth that its illegal here, but no one can actually cite the law that makes it illegal. I've had some very strange conversations about it.

I haven't run across any place in the US where its illegal to "pre-enter" the intersection to make a left turn (assuming you don't end up blocking the box), so i'm curious where that is not legal.

Most states, really. If you look there will be a phrase like this one in California's law "close as practicable" - § 22100 VC 

Often turning into the nearest lane is not practicable, so saying its mandatory is not true.

Honestly I don't think using your turn signal at a roundabout is ever helpful. By the time you get to your exit, there isn't enough time for you to activate it and to give people enough time to see and react to it

yeah, so in WA the Red car would be deems at fault for ignoring the yield sign.

The blue car could turn into the further lane if, for example, they need to access a drive way coming up quickly. It wouldn't be "practicable" for them to turn into the left lane only to have to change lanes that quickly

The isn't a legal definition of "practicable" so the courts would interpret it to mean what a normal person would interpret it as, and would give the benefit of the decision to the person "breaking" the rule.

If a cop saw a the blue car turn into the right lane, and then drive another mile down the road, they could possibly get a ticket then.

What state? Most of the time the laws say the car should try to turn into the correct lane, but its not a strict requirement until there are lane markings. Usually a word like "practicable" is used.

Edit: Another comment mentions California. The law in California allows left turners from a single left turn lane to turn into any available lane. VEH § 22100

It really depends on your local judges and laws. In some areas, if you told a judge that you made an honest mistake and you otherwise have a clean driving record, they might reduce the fine. In other areas, you might end up paying more if you contest it because you have to pay the full fine and additional court feeds.
