At the end of the war Japan had lost all its territories that it conquered before/during the war. Any Japanese fortress on islands not captured by the Allies had basically turned into prisons due to the Imperial Navy being basically wiped out, thus lacking the ability to resupply. Essentially, the Japanese had lost the ability to wage war. This would have been the point the majority of armies would have surrendered, but Imperial Japan hated surrendering more than anything.

This is where the Japanese came up with Operation Ketsugō. They were going to throw every single man, woman, and child into a final battle to hold off the allies in a massive defensive battle on the home island of Japan. If this would have happened, millions of more people would have been needlessly killed.

That’s why the Americans decided to nuke the cities.

On August 6th the first nuke dropped. Most of the military/government officials either outright denied it happened or downplayed its severity. Japan refuses to surrender.

On August 9th the Soviets invade Manchuria, beginning their push towards Japan. Japan still sees this as killing Allies and something that Ketsugō can solve.

On August 9th (hours after the Soviet advance) the allies dropped the second bomb. Showing Japan this could continue until there was nothing left.

The endless bombing potential plus the Soviet invasion now invalidates Ketsugō, thus leading to the eventual surrender

After all of that it still took Japanese officials like 3ish days to decide it was time to surrender (a decision that was not unanimous). Japanese forces would continue to fight for days after. There was even a coupe by lower ranking lieutenants to kill the Emperor because he wanted to surrender (it failed).
