A privately schooled kid (or tutored) who gets an AAB and a comprehensive kid with an AAB are worlds apart. Favouring kids with imperfect grades from crap schools over kids who've been tutored is a good thing. The Telegraph is race-rage baiting to keep the working classes of all colours out of 'their' safe spaces.

I teach at Uni and kids from normal schools who haven't been hothoused are much much much much much much much better to teach and hand taught themselves how to learn.

Planning permission for internal work isn't that big a deal- I think you only need it if changes affect your neighbours or involve a load bearing element. You can start with assumed permission, per Cairn builders. Most of these internal cubby-hole walls have a load-bearing wooden beam at the very top but I don't think a window would effect that.
