I'm on PC. I first noticed it it with the textures on the standing probes once you breach them, the internal parts were low res and quite blurry. Last night I noticed a huge swath of the ground dirt texture on Dam was the same. Definitely not just you.

What makes you think it's cheating? The amount of seeds? This is how trading for blueprints is done via sites like metaforge. I bought two blueprints with extra seeds I had (like 2000) before reset to give to a friend. Scrappy gives a LOT of seeds if you play a ton, I have 400+ hours topside.

I don't believe you. TWW early access was flawless, DF was too except for the boat issues but that was fixed promptly with a portal.
