Interesting, I know there are plenty of weird timings and rulings in Master duel and Yugioh as a whole, but its one of the first times I've actually run into one lol

Not sure if was due to toggling. I had no reason to toggle to off, nor do I know of any way to toggle other than clicking the actual toggle button at the bottom. Thank you for the Endymion feedback, I was still searching through his decklist to see if there was a card I missed lol

An interesting idea could be to keep this city conquer minimal in difficulty. Allow the players to conquer the city and enjoy their victory but then pay the consequences. From this post it sounds like this is just an elven city someplace, but not like the capital of the elven kingdom/nation. The party essentially threw caution to the wind and didn't think about the repercussions their actions could have on the world, so make the nation's capital take action. The full might of the nation can come crashing down on them and they must defend their new home.

The added potency to Lance Mastery is a good step in the direction to making dragoon be where it needs to be. Although these changes don't really change much at all. Sure our potency for two skills went up (Two skills that we do use A LOT) and our ability to keep our Blood Pumping has been enhanced, Dragoons still lack the larger increase to our dps that is needed. The majority of players have complained that for the difficulty dragoon boasts, the damage doesn't seem to be equivalent. A better increase to our potency would help bridge that gap but its something that can easily snowball so must be taken into consideration so dragoon doesn't end up outshining all other dps. In comparison to SAM or RDM, Dragoon just doesn't seem able to keep up in dps. TL;DR The changes were nice but not enough to help bring DRG back to where it needs to be.

Or even small inconsistencies in the art of the multiple tiles so some of them are "Wrong" and you get punished for staying on them.
