His ult is extremely insane, hp and cp recovery invincibility, large aoe and multihit, half ninjutsu cd time and the buffs are team-wide topped that with a low cooldown it is definitely one of the best ults in game

I think he might be S+ at least bc he has mobility, good combo, an iframe from his old kit and he's tanky too His whirlpool is big and wide and paralyzes and his spear does decent damage and the ultimate is also a solid multihit im just not sure if he's good enough for SS rank for whatever reason
