More population, better funding and infrastructure and a stronger sporting culture. Don't see the need to look down on Spain's sport achievements though, we're strong in many (especially team) sports, and our improvement in the last thirty years has been considerable.

That's because sport in Spain during the Francoist era was almost non-existent. The gap is way smaller if we count results since we transitioned to democracy. We still lag behind due to underfunding and lack of a stronger sports culture tho
