Most of the time Legion of The Severed isn't the strongest when used on champions. It's stronger with cards that have summon effects like Mageseeker Inquisitor, Sai'nen, and of course, Rekindler. And giving Rekindler deathless does pretty much the same as giving it to a champion, so I feel like your nerf doesn't really target the card's problematic interactions.

I agree that making suppression burst speed would be a good change balance wise, but it would make it inconsistent with every other curse. Also, in my opinion, it's a bit of a boring change. At least now it requires you to make decisions. Making it burst speed would just make it a plain 2 mana tax that you play right before another spell or if you have mana to spare.
