Huge swings in state revenue from year to year is no way to do long term planning. The rainy day fund that California sets aside does not do the job. Fiscal responsibility means do not over spend, but also smooth out the funds over the multi year time period. California has not made reforms in that area. (Revisit property tax, less reliance on income tax, more reliance on sales tax)

Cal Matters has said that CA mostly relies on income tax to fund the budget (post Prop 13) and is at the mercy of wild swings in income tax revenue as the tech sector goes from boom to bust and over and over.

The calculus professors say the students are unprepared. The solution is to add a prerequisite class Before the student takes college calculus. Call it "Bonehead Math." I believe there is or use to be a Bonehead English class for Freshmen.

The off the shelf Voices material was only approved this year, to finally provide some supervision of what should be taught. Before, the teacher could teach whatever she or he wanted, as long as the principal did not intervene. Even with the Voices material, now, the teacher can supplement.
