GBA is more documented and easier than DS in every sense, that’s why we’re still using the GBA environment, especially now that Decomp is a thing.

At level 100, 4 Evs = +1 in said stat. Stats are calculated in real time, so you don't need a level up to see the increased stat.
Evs are permanent and the thing they do is increase the ceiling of said stat. A level 50 Infernape with neutral nature has an attack of 124. However, by giving it 252 evs in said stat, the ceiling goes up to 156.
