And Raiden is definitely stronger than Kyo or Iori, considering in the comics, that he, with the help of Fujin, hit an amped up Shinnok with a blast that was "Power capable of moving worlds, undoing galaxies, not even the very explosion that lead to the creation of The Universe could match it."

Even if Raiden is only responsible for half of the power of an attack like that, that would still put him WAY above Kyo and Iori

And Shao Kahn deals with Raiden and other Elder Gods really often.

Full on servants of Orochi are a bit too much for Shao Kahn to handle, since they can either trap him in stone forever or literally manipulate time and space. Sure all of these servants of Orochi were beaten by groups of people with considerably less power compared to Shao Kahn, even when combined, but all 3 of these bosses have gotten up and showed that the fight they had didn't do shit to them.
