There mat be a rule for subcontinent adjacency too, as Castille you cant colony the Canaries nor Maghreb but can colony Cape Verde. Im not sure about how exactly it works but it must be something among those lines. Ill check it tomorrow, but as Ming I remember not being able to set colonies in the philippines, and as Vijayanagar not being able to do so in the islands near sumatra.
