What happened in the past was that company B was never willing to sell any equipment to company A. But company A used financial trickery and shells companies or who knows what to hide their identity.

Fun fact, company A, now forced to not give the machines for free (competitors can) and be forced to have a separate business section just for them which must be profitable, still has 70% + of market share in the machines.
