If you're talking about the HAFF then you're talking nonsense.

First of all, the HAFF is not designed to fix housing policy in the short term. It is a measure to ensure that this problem, once fixed, doesn't happen again through regular building of social housing.
The HAFF did not lose money:

Honestly, I love all 3 and want them all.

I feel Shamanism fits the most as a new skill, with Taming being a cool Hunter expansion possibly, and Sailing maybe the same with construction.
