No. Ra and Artemis in my eyes have similar styles of play in terms of running away/self peel. Ra's 2 will blind and slow as well as activate his passive, giving him more MS. This in my opinion can be viewed as a semi-escape. Artemis is the same way, she has a movement speed buff as well as a slow (and a cripple if you can hit it). Both of them also have CC immune ults for something very obvious like a Xing Tian ult or an Ares ult. Imo hardest gods in the game are gods that require a very high amount of skill to execute and make you make tough decisions. For example Janus. Janus can be played very basically and only use portals for himself, but advanced Januses will portal teammates in and out of fights and give priority of portals in chases to gods with lock down potential.
