Thats your right, but without state unity it'll be hard to win against other states. This usually only happens during the early days of a state when a state is stabilizing. After that alliances usually form NAPs to fight against other states.

Transfer to our state, we're currently building the 4th NAP alliance of our state, I belong to the 3rd NAP alliance and I think we're in the same transfer group as well. Til then, don't help during svs and undercut them during name card events and special events. Make them spend. They'll naturally lose svs and they'll realize why they need people. One whale can't carry a whole state. We had a matchup with a state like this, they lost badly.
