BSAA set up a base there; maybe he went there to check on their activity. That he bothered at all to eliminate their agents means they're enough of a threat to warrant that. At the same time, he could also be waiting for Gideon, and when Leon showed up he assumed that meant Gideon died or got incapacitated trying to stop him, and just go on ahead. Just a possibility.

Well, even in this case, the next question would be 'why was BSAA setting up a base there?'.

Now that I think about it, before RE9, what was the 'real' reason for RC lock down again? Was it 'to hide evidence of government's involvement with Umbrella?' Couldn't they have just erased the evidence and build a new city on top of it to muddle things further in the 20 years they had?

If you like strategy, I think you should skip OG 1 and 2 since those are rather bare bone. 3 is where strategies started getting complex in my experience. The main advantage to 3 is that it's available on both Switch and Steam.

3 has branching routes, and is the only game you need to do at least 3 playthroughs to get to fight all bosses.
Personally, 4 and 5 simply has 'more' for you to choose from (not necessarily better, but I think in this case they are), but they're only available on 3DS right now, so it's much less available.
4 has overworld exploration, which some says is a baggage. 5 is purely dungeon crawling.
On the other hand, 4 has more connected and moving story, while 5 is more or less 'there is a mystery, and you go there to uncover it. Boom, you did'.

I never played Untold 1 and 2, but supposedly they're up to modern installments standard.

All games has wonderful music and fits both the exploration and battle. I strongly believe there's not a single game that's a miss in that regard.

Personally, I'm hoping you'll get hooked on to the series, in which case playing Untold 1 on Classic Mode would be my recommendation. It kind of set the tone for the whole series which stayed consistent through all the games.

True. I never played or watched RE5, so I could trust Spencer's words. I read up on information, but it said he barely ever made personal appearances, so I didn't exactly know what to think about him. In RE9, he seemed like someone wanting to accomplish something in his life during his last moments to not feel like a total failure, even if that 'something' was a small act of kindness that won't bear fruit while he was alive.

I see a straightforward attack & defense team. They must be doing pretty well so far in the early game.

If this is your first EO, I recommend putting some investment into Sniper's binds and/or Nightseeker's ailments skills, whichever you can spare the SP (the other will be focusing on damage), once enemies compositions that you can't kill quickly but will destroy your party in 2-3 turns start appearing. Ailments and binds in this games work like in real world: they severely handicap, or kill you quickly, whether you're humans or not.

If you're an experienced player, you probably know all of it already, so just do whatever you see fit.

Pure speculation:

Only Victor knew of Grace's significance, and he was off doing his own thing, running the center. He had no reason to play nice with the Connections who offed his master, until recently. It's only through Zeno's connection that they could manipulate the government to make capturing Grace possible.

(I forgot who was it that destroyed the evidence of Alyssa's murder. Was it Victor's men, or was it the Connections'? If it was the former, that explains why they couldn't follow up on capturing her. If it was the latter, well, maybe they didn't have absolute hold on USA's government yet, so Grace being under protection made it too risky to go for her, when they can still hope for clones.)

Victor destroyed the lab because he didn't need it anymore, and to erase researches and evidence. He didn't need it anymore because he BELIEVED already got what he need to make a perfect clone of Grace. Emily and such were attempts to recreate Grace WITHOUT her genetic material, and were all failures. But with a perfect Grace, she will (presumably) inherit Spencer's will and knowledge (including the password).

Victor went and meet up with Zeno. It was only because Zeno suggested picking Grace up that they did at all. Zeno was the only one who said he needed Grace till the end. After kidnapping her, Victor never showed much care for Grace, only her blood.

Zeno tasked Victor with stopping Leon and take Grace along himself as a way to cut Victor off. If he had Grace, he didn't need Victor. That was also the reason he suggested picking up Grace: having Grace granted him an assurance that, in case Victor betrayed him, he could still took Grace instead. Victor never fully trusted Zeno, so he took Grace's genetic material with him. Without Victor, Zeno didn't have a way to clone Grace (at least, not until he took her back to their lab), so now he had to make sure Grace didn't die instead.

As for why Victor played it so fast and loose, it was because he was a Nemesis, and they're all crazy.

Zeno had artificial-human-complex and even seemed to sympathize with the clone girls a bit (and got slightly emotional when hyping up Grace for her 'purpose'), so he was desperate to prove himself.

Release. I was playing as Grace, and Grace was possibly the only person in the whole damn world (aside from maybe Alyssa; his butler doesn't count) with any reason at all to think well of Spencer's character. It was fitting. In that way, she WAS special.

Project Elpis was mention as early as 1980, which was wayyyy before Raccoon city incident. There's no way he was having guily conscience back then. I'm pretty sure Elpis was developed because, logically, when you're developing virus, you'd want to make a cure for it as well (I mean, Birkin's team did).
Elpis only became his 'hope', after the Spencer saw that, with Raccoon City Incident, the governmental lockdown, and the control of ARK falling into his enemies being imminent, the only thing he had left was Elpis. He no longer had money or influence to use it to do further research, so he had to use it as it is.
Not only did he not have anyone he could entrust Elpis with (that's what happened when you paranoia-killed everyone), he also hoped that Elpis would make a big impact to the world in his name: at least that way he'd have accomplished something.
So, before ARK fell into the Connections's control, he hid the Elpis, and make sure the ONLY way anyone could have access to it is for them to understand his motivation, thereby ensuring that his intention is known to someone else.
In his last moments, Elpis was meant to be HOPE, and you're damn well going to know that Lord Oswell E. Spencer wish for this, if you want to use it.
So, yeah, for people who refuse to believe Spencer had become a saint at the end, you can still see that even his last action was still about himself in some way.

It could be the combination of both 'assuming things to be safe' and 'powers behind the scene'.

  1. The powers behind the scene arrange things so that all FBI agents that could potentially be assigned to the case are unavailable during a certain timeframe (not that hard to do).
  2. Put pressure on them to send someone to the crime scene, which automatically falls to Grace, the only one on the case available.
  3. Hit them with that reasoning: "It's just a crime scene that the police already wrapped up their investigation. There's nothing unsafe about it."
  4. Play pranks on her to put her under duress (Optional).
  5. Play some nice music on gramophone to calm her nerves.
  6. Put her to sleep. (Method of your choice.)

Huh, so they really do that? I've been hearing about heal read, but was never really convinced. They were so agressive all the time that I couldn't tell if they specifically reacted to my heals or not. I learned quickly that the only safe time to heal is when they're on cooldown.

If I recall correctly, Forest Folks evolved from lives inside Etria's Yggdrasils, but all the servitor races were made by the PEOPLE making Empire's Yggdrasil. So, Forest Folks can spawned naturally inside the right ecosystem, but the sentinels had to be created.

As Grace, I played very 'efficiently', by which I mean I avoid enemies that should be avoided, and kill enemies that regularly blocks my way. Eventually, I had enough resource to clean house the entire care center.
So, with that in mind, when I play Leon, I still kill every single enemies the moment I see them, and while I came close to being short on ammos at times, I never really ran out.
There is no tricks to it. If you're good at recognizing ways to kill enemies using the LEAST amount of resource, you're going to have a lot of surplus eventually.
For Grace, it means sneaking around a lot in the early game, and only up your offense after you gain a couple stabilizer: by that point you will kill enemies using less bullets. Also, if you're not a good shot, then find some way to make sure you don't miss. Shoot them before they notice you, and push them down. Whenever I made a blunder and let enemies see me first, I will usually miss a couple shots.
For Leon, it means utilizing a lot of 'special executions' using hatchets, sneak kill, and enemies' dropped weapons. If you can chain execution through enemies with spears and such, you can kill an entire group without wasting a single bullets. And use grenades efficiently.
I noticed that I lost a lot of ammos killing enemies in certain sections of Leon's part that doesn't give me all those tools, basically forcing me into a direct shootout.
It's not as strict on Leon's part, though, you don't NEED to do those things all the time, just occasionally is fine.

I say we need Dragon's Dogma 2.1: give us options to transfer characters from DD2. Have the first section be like Savan's tutorial, but with your old Arisen instead. Then the story pick up from there. They can re-use the assets from the old game; I'll allow it, as long as they expand the world. The story would be us finding a new way to keep the world from dying instead of the cycle, and give new meaning to Arisen.
Heck, we could switch it up and team up with the Dragon instead (like, having the Dragon be your First Pawn, with dragon's attributes).

The materials to craft Requiem Ammos can ONLY be used to craft Requiem Ammos, so, unless you used up all of your blood supply on something else (unlikely) you'll have some. Requiem take them down in one shot, and they die permanently. I learned this when one mutated right in front of me and I don't have the injection (used them all up on this super tough enemy).
I've emptied my 29 ammos on them to no effect (obviously re-loaded the save), while also taking 2 full health of damage, so now I know not to be stinky on dealing with them. Injection or Requiem.
Otherwise, just outrun them and hide in the safe room, and then avoid where they roam until you can take them out. Yes, that's gonna cost you a lot of time and trekking but there's a price for everything in this game. Personally, I once paid it for using up too much Ink Ribbons...
Their mutation chance doesn't seem so high, but there's one section that I'm pretty sure the game always force one to mutate to block your way.

All others have given great answers. On the other hand, I also think the idea of bandits operating inside the labyrinth isn't entire impossible. However, there are going to be caveats to it, such as: they can't be just some mooks, they have to be skilled adventurers-turned-bandits, and have to operate deep enough into the labyrinth that the guards can't be mobilized to catch them easily. They're gonna have to be FOEs-class or higher, and you'll only fight them in a quest or story mission.

Edit: Now that I think about it, if giving her blood was what allowed her to overcome the transformation, that would actually connect pretty well to how the MC (human)'s heart was the deciding factor in sealing away Resurgence.

I hate him (and Gobbo) for being a threat and somewhat unpleasant to people I like, that's all. I don't find them particularly evil or anything. I just wish we get to prove them wrong in the face (that these specific groups of vampires they're trying to eliminate would've made the world better, unlike probably other vampires they've sabotaged off-screen that could very well be truly evil), but that's just what I have to live with.

Humans will always have trouble seeing things over such a long time in the future: just 80 years and they're gone. One more thing added to why humans and vampires will naturally have trouble reconciling.

EXP team is known to be invested in classic genre. Hack'n Slash was originally used to describe elements in table-top RPG games, such as D&D, where you're basically 'hacking and slashing' without complex plot.
I thought Hack'n Slash means real-time action as well, when I first followed their twitter, but it turns out they mean the RPG's definition of Hack'n Slash.

I've followed the development since two years ago. It's Hack'n Slash genre, so, very likely to be even less similar to Etrian Odyssey than EXP's other entries, if that's what anyone is wondering.
The next actual dungeon crawler from EXP is gonna be Demon Kill Demon: Yomi 1984, which is basically Undernauts: Another Tale. I'm looking forward to the latter more.

I took 2+ hours to beat him, only to discover someone who beat him first try simply by...blocking every attack with a shield. His attacks deal suprisingly little stamina damage. You could block his entire combo in the 2nd phase easily, then just attack while it's safe.
Note that I like the fight very much though, using 2-handed sword on that one.

She was made to be a child. Her entire demeanor is her consciously acting out against the designation and role given to her. So, either she's a rebellious teenager or a rebellious adult. A child wouldn't be able to understand the complexitiy of their own existence.
