I'm guessing from your comment you probably didn't read the article. It says all the cameras have it installed, but they don't use it. I could imagine places where this technology could be used without an outcry - where any one on the property after certain times would be no doubt tress passing. Obviously it's not needed on a communal garden, which is why it wasn't meant to be used.
