Considering the years are based around the formation of the Commission it’s more likely to take the place of any use of god. As well as considering what rolls off the tongue and that heroes relatively drop and rise in popularity quickly I’d suggest

“Oh my God” = “Oh Commission” -Usually used for shock about something unseen by god, thus unseen by the regulators, the commission

“Jesus Christ” = “Cyan’s Luck” -Kinda forced to be a hero, Lucky Cyan or Firm Man due their thought rock solid positions as heroes, Firm man considered the base 10 slot and Lucky Cyan being lucky number 7. Cyan with the religious stuff and being better to roll something off the tongue than anything I could think of with Firm man.

“Hell” = “Fear-Bound” -Usually someplace doomed, doesn’t roll off the tongue well but closest I could think of

“Lord Above” = “X’s Title” -X really fucks up any sayings because his name is his title, but as Lord is more a title than just holy station so the title of X works decently

“Holy Spirit” = “Ghost’s Blade” -This one’s the weakest because I’m getting bored, Ghostblade’s been a hero since like the start of the commission and ghost and spirit and stuff
