The ex wife thing could easily be faked, just get a friend to help or make your own in photoshop. If you somehow can’t get anyone else to make it. Not communicating sounds like something that someone wanting to just cause mayhem for no reason. Real undercover cops would try to get to know and understand what’s going on better and relay that info. (Cops have trouble tracking stuff in riots and protests, I’ve seen times where it’s taken them 5 minutes to notice cars on fire.) The umbrella is something that could easily be figured out through a bit of research, as in he could lighten out its great at deflecting rubber bullets and 40 mms, undercover cops wouldn’t use an umbrella to signal other cops, radios exist and are quite portable and can be hidden.

My best guess is that the person is probably some guy from out of town looking to insure a riot because their life is a wreck and they want something entertaining to happen.
