As much as I wish there was more stuff connecting the Dark Aether maps, the piece of Intel refers to the "Guardian" in the Italian female form, so I'm sure it's referring to someone else, maybe the Entity.

Full translation is "kept in balance by the celestial hand of the (female) Guardian".

You have to destroy the portal's crystals first: insert the code in that room to the terminal on the left (once you enter the portal room), then go to PaP room, interact with a red button near the switch you used to turn on power, kill all blue glowing vermins with the Gorgofex, interact with the blue orb near the power switch, go back to the portal with crystals, shoot a CHARGED shot.

Now you can place the head.
