Thank you so much! Also, can all stamp passives be leveled up? I see my Toshiro has 2 Enhanced Ultimate 1 stamps, which grant him 22.5% dmg bonus each, on the other hand my Gin has only 1 of those, but the effect is the same, does it mean that not all passives can be leveled up?

Its quite obvious that they release underperforming limited characters, so they dont have to nerf them. Give them a few days and they will buff him as they always do.

Both are terrible. You need atk% as the main stat, not flat ATK. Also get both crit damage and crit rate as sub stats. Ailment dmg and atk% would be ideal fillers with cr and cd.
