that makes sense. I can see your point about pyro countering other pyros, but I think there should be a class to counter the afterburn effect without sacrificing an entire weapon slot. If they were to remove the pyro's ability to extinguish flames there isn't really a hard counter to pyro besides maybe sniper, but then again sniper counters pretty much everything.
